Assessment Validation 101: Guide to Validating Assessments



RTOs must handle various tasks post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation usually presents the biggest challenge.

Despite our extensive coverage on validation, let's re-examine the term. ASQA states that validation is a quality check of the assessment process.

Put simply, validation checks which parts of an RTO's assessment process are accurate and spots areas for enhancement. A proper understanding of its main elements can make validation less daunting.

As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

We must adhere to the standards by conducting two types of validation.

The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.

The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.

Thus, we understand that validation is done before and after the assessment. This article highlights the first type: assessment tool validation.

What are the Two Types of Assessment Validation?

The Meaning of Assessment Validation

As mentioned earlier and in our earlier blogs, validation is split into two parts: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, known as pre-assessment validation, pertains to the first part of the clause, focusing on meeting all unit requirements and ensuring total workbook compliance.

Conversely, post-assessment validation focuses on the implementation side, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

This article will focus on assessment tool validation.

How to Conduct Assessment Tool Validation

Now that we understand the two types of validation, let’s explore the details of assessment tool validation.

When to Conduct Assessment Tool Validation

The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Thus, whenever new learning resources are purchased, you must conduct assessment tool validation before allowing student use.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

Yet, this is not the only occasion to conduct this type of validation. Perform assessment tool validation when you:

- update your resources
- adding new training products on scope
- when course is reviewed against training product updates
- your risk assessment includes identifying your learning resources as a risk

ASQA's risk-based regulation approach requires RTOs to conduct regular risk assessments. Therefore, complaints from students about learning resources are a perfect time for assessment tool validation.

Identifying Training Products for Validation

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

Resources Required for Assessment Tool Validation

Instructional Resources

Since you are conducting assessment tool validation, you will need the entire suite of your learning resources:

Mapping tool – the initial document to investigate. It identifies which assessment items address unit requirements, helping speed up validation.

Learner/student workbook – assess its appropriateness for use as an assessment tool. Verify clear instructions and adequate answer fields. This is often a gap.

Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item exist. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – these could be checklists, registers, and templates created separately from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.

Assessment Validation Panel

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

Collectively, your validation panel must have:

Relevant vocational competencies and up-to-date industry skills for the unit being validated

Current knowledge and skills in vocational teaching and learning

Either one of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its updated version

Validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool is advantageous for both the validation process and documentation. It aids in viewing how each assessment item matches each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Although these templates ease the validation process, they can cause errors in judgment as there is minimal space for commenting on each assessment item.

We strongly recommend using a more detailed template to inspect each unit requirement and the assessment items that map to them. Here is an example:

Basic Principles of Assessment
Fairness – Does the assessment process ensure equal opportunity and access for everyone?

Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?

Validity – Is the assessment testing what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?

Evidence Rules

Validity – Does the evidence show the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to ensure the learner has the required skills and knowledge?

Authenticity – Is the assessment tool confirming that the work is the candidate’s own?

Currency – Are the assessment tools based on current units of competency and modern industry practices?

Even though these are often covered in VET professional development and nationally recognised training, many tools still struggle with these requirements.

To avoid employing learning resources that leave here unit requirements unmet, be sure to adhere to these guidelines:

Lead by Example

Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

nappy changing

bottle preparation, feeding babies from bottles, and cleaning equipment

prepare solids and feed infants

respond properly to baby signs and cues

settle babies for sleep and prepare them

monitor and promote age-appropriate physical exploration and gross motor skills

Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Plurals Matter!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement requires students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t meet the requirement.

Full or Not Competent

Pay attention to lists. Again, as illustrated above, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Provide More Detail

Every assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are clear and not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What types of information can be included in a work package?

Answers may include:

Obligatory resources

Corresponding costs

Length of activities

Appointed roles and responsibilities

If an assessment item calls for several answers, specify the number of answers needed from a student. This ensures your assessment is reliable, and the evidence gathered is valid.

This applies equally to assessment items with double-barrelled questions or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:

Name a hazard and/or environmental issue in the work area and choose the most effective hazard control hierarchy.

Answers might include, but are not limited to:

Weather conditions – isolating the work area, engineering controls, personal protective equipment

Work area and ground conditions – elimination, isolation, engineering

People – isolation, engineering controls, administrative controls

Structural hazards – substitution, isolation, use of engineering controls

Chemical hazards – isolation, use of engineering controls, administrative controls

Equipment or machinery – isolating, engineering controls, administration

Avoiding double-barrelled questions simplifies responses for students and allows assessors to judge competence accurately.

Given these requirements, you might think, “Don’t learning resource developers provide audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This impacts your compliance history, so it’s wiser to take the safe and compliant route.
